Senior Construction Purchasing Agent I, MILCON

ICON is seeking a Senior Construction Purchasing Agent to lead trade engagement, bidding, and subcontracting for Military Construction (MILCON) projects within ICON’s integrated Design-Build organization. ICON serves as both designer and general contractor, delivering projects that span land development through vertical construction and finish-out. These projects include residential, commercial, and mission-critical military facilities—all anchored around ICON’s proprietary 3D printing construction technology, which is revolutionizing how secure and resilient structures are built.
The Senior Construction Purchasing Agent will be responsible for developing and managing all subcontracting and procurement processes in alignment with Department of Defense (DoD), Federal Acquisition Regulation (FAR), and Unified Facilities Criteria (UFC) requirements. This role requires a highly organized professional with deep experience in government contracting, subcontract negotiation, and vendor management who can balance compliance, cost control, and performance under tight construction timelines. This position is based at ICON’s Austin, TX campus.
RESPONSIBILITIES
- Lead the full procurement lifecycle for MILCON projects, including trade outreach, bidding, bid leveling, and subcontract execution.
- Develop and issue RFPs, bid packages, and scopes of work in compliance with FAR, DFARS, and DoD subcontracting regulations.
- Ensure all subcontract agreements include the appropriate government contract flow-down clauses, reporting requirements, and compliance provisions (e.g., Buy American Act, Davis-Bacon Act, cybersecurity requirements, safety standards, and equal opportunity provisions), as required for the project or Prime Contract.
- Evaluate trade partner bids for completeness, cost competitiveness, and compliance with technical and contractual requirements.
- Support government and internal audits by maintaining accurate and complete documentation of all subcontracting and procurement actions.
- Build and maintain strong relationships with qualified trade partners capable of meeting the specialized demands of MILCON and federal projects.
- Hold subcontractors accountable for strict adherence to schedule, quality, and safety requirements, and enforce corrective action when performance falls short.
- Interpret and implement requirements from Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), USACE/NAVFAC standards, and other DoD procurement and construction mandates within subcontracting processes.
- Collaborate with ICON’s legal, finance, and project management teams to ensure all subcontract terms meet contractual, regulatory, and insurance requirements.
- Establish new workflows, approval hierarchies, and document controls that ensure subcontracting activities are fully compliant with DoD standards and ICON’s internal policies.
- Lead efforts to standardize MILCON-specific subcontract templates, procurement checklists, and compliance review processes.
- Manage the flow-down implementation of all government contract requirements—including reporting, security, and quality control obligations—into ICON’s subcontracting framework.
- Manage the pipeline of inbound bidding and subcontracting requests to ensure timely procurement and contract execution across all active and upcoming MILCON projects.
- Create and maintain project buyout demand forecasts, analyzing workload trends and future project requirements.
- Proactively recommend when additional staffing, consultant support, or outsourcing is needed to maintain ICON’s commitments and contract deadlines.
- Coordinate with Program / Project Manager and Design teams to align procurement timing with project milestones and funding cycles.
- Partner with ICON’s project management and finance teams to ensure subcontractor pricing aligns with project budgets and government-approved cost structures.
- Track and analyze subcontractor performance data, bid competitiveness, and cost trends across ICON’s MILCON portfolio.
- Develop and maintain dashboards and reporting tools to monitor procurement KPIs, vendor utilization, and cost performance.
- Lead continuous improvement initiatives that strengthen ICON’s subcontracting process efficiency, compliance, and transparency.
- Identify and onboard new trade partners with capabilities suited for federal and military work, expanding ICON’s qualified vendor base.
MINIMUM QUALIFICATIONS
- 8+ years of progressive experience in construction procurement, purchasing, or contract administration, preferably with MILCON or other federal construction projects.
- Bachelor’s degree in Construction Management, Business Administration, or related field (or equivalent experience).
- Deep working knowledge of FAR, DFARS, UFC, UFGS, and USACE/NAVFAC procurement and construction standards.
- Proven experience developing and managing subcontracts for complex, schedule-driven federal projects.
- Strong understanding of construction sequencing, scopes of work, and cost structures.
- Demonstrated ability to negotiate, execute, and manage subcontracts under tight schedule constraints.
- Proficiency with procurement or project management platforms such as Procore, or similar systems.
- Excellent communication, organization, and documentation skills with a high attention to detail.
- Eligibility for security clearance (Secret or higher depending on project).
- Willingness to (occasionally) travel to project sites and supplier facilities as required.
PREFERRED SKILLS AND EXPERIENCE
- Prior experience on USACE/NAVFAC-administered MILCON or federal projects.
- Experience building or managing procurement workflows within a Design-Build or self-performing GC environment.
- Strong understanding of cost accounting standards, contract compliance, and supplier diversity programs.
- Familiarity with advanced construction technologies.
- Certifications such as Certified Professional in Supply Management (CPSM), NCMA CPCM/CFCM, or PMP are preferred.
- Track record of building and managing vendor networks for specialized federal construction trades.
