As the Programme Cost and Resource Governance Manager, you will play a pivotal role in ensuring the effective management of programme costs and resources. Your primary objective will be to oversee the financial and resource planning, monitoring, and reporting processes to ensure projects are delivered within budget and resource constraints.
This role is crucial in aligning project outcomes with bp's overall strategy of achieving operational excellence and sustainable growth. By implementing robust governance frameworks and collaborating with cross-functional teams, you will contribute to the successful execution of projects that drive bp's strategic objectives.
Key Accountabilities:
Procurement Programme Governance across One Procurement (Quantum, DOS, Transformation Projects):
Lead cost optimization and forecasting efforts for DOS, including scenario modelling and leadership-ready proposals.
Provide detailed analytics on actuals, project-level cost breakdowns, and financial summaries for Quantum Finance.
Lead bottom-up resource planning and mobilization aligned with project timelines and budget constraints.
Funnel & Demand Governance
Lead the Funnel Governance process, ensuring alignment of new and in-flight opportunities with strategic priorities (Digital North Star).
Closely work with project team and assess the funnel transformation opportunities.
Effectively communicate and manage project expectations to team members and stakeholders in a timely and clear fashion.
Strategy & Planning
Support the annual planning process by challenging and assuring submitted plans for accuracy and strategic alignment.
Produce detailed cost forecasts, highlight areas where performance targets are at risk.
Submit plan and forecast data to FP&A (Finance, Planning and Accounting) team, ensuring data consistency.
Financial Oversight & Vendor Management
Lead the creation, validation, and governance of Release Orders (ROs) and Statements of Work (SoWs), ensuring compliance with internal approval workflows.
Manage end-to-end Managed Service Provider (MSP) invoicing processes, including order tracking, accrual reconciliation, and budget alignment.
Oversee and monitor any changes to the original partner agreement (document & gather signatories on Change Control Note (CCNs) documents.
Performance Reporting
Contribute to the cost performance reporting for the designated business areas, ensuring timely, accurate, and reliable financial and management information.
Provide regular (monthly, quarterly, ad hoc) variance analysis of actuals vs. forecasts, updating in-year outlooks and identifying key drivers.
Support the MI recharge process, ensuring accurate cost allocations across entities based on the resources (as per program, project assignment).
Business Partnering & Performance Insights
Establish and maintain strong business partnering relationships with Procurement DS&T leadership, FP&A, and project teams.
Monitor and support cost reduction initiatives, ensuring effective tracking.
Support reporting and cost allocation processes, ensuring transparency and alignment with strategic goals.
Business Management & Planning Coordination
Coordinate and consolidate the in-year forecast and annual planning processes across the business.
Be accountable for the consolidated business forecasting, variance bridges, and functional allocation processes (local and group charges).
Lead the facilitation of the business management planning and performance reporting process.
Project Resource & Capacity Management
Oversee enhancements and governance of the Resource-Cost Tracking (RCT) application, including dashboard improvements, notification workflows, and offboarding processes.
Prepare training material and deliver training to end user on process and the usage of the tool.
Provide continuous support to end users on their queries upon need.
Data Analysis, Reporting & Value Tracking
Perform data analysis on cost, resource utilization, and forecast vs. plan metrics to identify trends, risks, and opportunities.
Create detailed analytical reports to outline problems, opportunities, and actionable solutions for leadership.
Support the design and implementation of value tracking processes, including benefit realization, resourcing, and cost allocation.
Essential Criteria & Job Requirements:
Previous experience in finance, controlling, or business performance management.
Significant experience in procurement, project management, or business partnering.
A bachelor’s degree or equivalent experience is required, preferably in Finance, Accounting, or a related field.
Proven track record of working under pressure and within tight timescales.
Experience managing, influencing, and balancing multiple customer groups to drive performance.
Strong numerical and analytical skills with attention to detail.
Excellent verbal and written communication skills in English.
A self-starter with the ability to work independently and prioritize effectively with limited guidance.
Ability to build networks across teams and functions to enhance effectiveness and share knowledge.
A continuous improvement approach, always looking for ways to do things better, faster, and more efficiently.
Advanced proficiency in Microsoft Excel and PowerPoint.
Experience using reporting and analytics tools such as Power BI, SAP, Ariba, and Fieldglass.
