Job Description:

We have an opportunity for a Senior Regulatory Counsel to support bp’s Gas & Power Trading Americas (GPTA) business in Houston, providing legal guidance on complex regulatory matters across federal and state energy commodities markets.

The role’s core objectives are to:

  • Advise power trading, marketing and origination teams regarding regulatory matters

  • Provide legal advice on risks related to key regulatory rules, developments and changes affecting the physical and financial power markets

  • Advise bp in all electric power matters related to regulatory compliance at FERC and state level.

  • Support the litigation team in disputes impacting GPTA

  • Support regulatory inquiries and investigations

These objectives directly support bp’s strategy to operate with purpose and care, enabling safe, compliant, and innovative trading in dynamic energy markets. By ensuring rigorous regulatory compliance and risk management, this role helps bp maintain its reputation, foster growth, and deliver on its commitment to responsible energy trading and marketing.

You will join a Houston-based legal team that works collaboratively to provide expert support across bp’s gas, power, and liquids trading markets in the U.S., Canada, and Latin America. The team is made up of experienced lawyers with deep knowledge of wholesale and retail energy commodities markets. You will partner closely with leaders in the Gas & Power Trading Americas business, including those in commercial, finance & risk, credit, compliance, technology, and regulatory functions.

In the role, you will be further empowered to:

  • Advise power trading, marketing and origination teams regarding regulatory matters involving rules promulgated by FERC, CFTC, Independent System Operators and Regional Transmission Operators and State Public Utility Commissions.

  • Provide timely legal advice identifying and assessing issues and risks related to key regulatory rules, developments and changes affecting the physical and financial power trading, marketing and origination teams and recommending effective legal strategies for the management of these issues and risks taking into account legal, regulatory, financial and reputational factors.

  • Advise bp in all electric power matters related to regulatory compliance at FERC and at the state level.

  • Support the litigation team in disputes impacting GPTA.

  • Support regulatory inquiries and investigations, including FERC, CFTC, ISOs/RTOs and State regulatory bodies with jurisdiction over wholesale and retail power.

  • Support regulatory inquiries and investigations involving exchange traded on products on platforms, including ICE, CME, and NGX.

  • Advise business units regarding diverse array of legal issues ranging from market abuse, competition, information sharing and general state (PUC), regional (ISO/RTO) and federal (FERC)(CFTC) regulatory issues.

  • Legal resource planning, including creating and managing budgets and optimizing legal resources while taking into account the need for legal risk management and rigorous cost control. Identifying and addressing gaps in resource and capability, including instructing and leading external counsel.

  • Collaborate across internal teams to coordinate matters, with colleagues in Canada, the UK and Singapore, Ethics & Compliance as well as external counsel.

Skills & Experience Requirements:

  • Law degree required. Must be licensed attorney in good standing in the US.

  • A minimum of 10 years, or equivalent, of regulatory experience providing client counselling with the physical and financial trading and marketing of power and other energy commodities.

  • Experience with client counselling, transactional and regulatory investigations experience and an ability to work with regulators.

  • Extensive knowledge of the power industry operations and interrelationships as well as experience with applicable regulatory requirements of CFTC (including Dodd-Frank) FERC, NERC, State (PUC), regional power authorities (ISO/RTO) and Exchange (ICE and CME) rules and regulations.

  • Excellent legal and business judgment, time management, project management, communication and interpersonal skills – capable of adopting a variety of styles to interact with clients on the trading floor and senior leadership to achieve the desired result.
