Job Description:

In Senegal and Mauritania bp and its partners are developing the Greater Tortue Ahmeyim Project (GTA), to establish the basin as a world-class gas province and major Liquid Natural Gas (LNG) Hub. The GTA field lies on the maritime border between Mauritania and Senegal. The project will produce natural gas and convert it to LNG for market delivery.

Social investment is bp and its partners’ voluntary contribution towards community development projects with the primary objective of enhancing the resilience of the environment and the communities which aligns with the GTA’s business priorities.

The job purpose of the incumbent is to:

  • Ensure the successful implementation of field-based social investment and FCLE programs, in line with international standards

  • Enhance the impact of programs through monitoring and evaluation, in close coordination with C&EA management, including SP Assurance Manager, cross-functions, and CDC/CDAC, and regular community feedback assessment.

  • Enable effective planning and approval of SI/FCLE activities in relation to budget, schedule, and resources.

  • Supervise timely implementation and management of the ‘Request for Information (RFI) for the SI/FCLE priority interventions.

  • Ensure compliance with the bp monitoring and evaluation framework, HSE requirements, and reporting standards.

They will play a key role in understanding and supporting the management of the GTA non-technical risks and help to sustain bp trustworthy relationships with host communities in Senegal. This includes supporting the timely delivery of social commitments to maintain the social license to operate.

Success includes maintaining positive relationships and engagement with implementing partners, and key internal/external stakeholders.

Key Accountabilities

  • Deliver effective and timely execution of the SI/FCLE Strategy and Stakeholder Engagement Plan in line with community development needs and priorities, bp aims, and policies.
  • Develop and implement a Request For Information (RFI) process in collaboration with the procurement and contract department and other key stakeholders.
  • Support evaluation and selection of the shortlisted proposals submitted through the RFI process in close collaboration with M&S C&EA leadership and other key stakeholders.
  • Prepare and support approval of the SI/FCLE contract award approval process in line with bp procurement and contracts management procedures.
  • Ensure SI/FCLE project objectives, and KPIs are well-defined, tracked, and measured in support of achieving expected positive impact and overcoming the bottlenecks on time.
  • Develop and execute SI/FCLE projects implementation plan, adopting a pragmatic and efficient delivery model.
  • Conduct regular progress reviews with the implementing partners to ensure continued improvement, address lessons learned, and timely delivery.
  • Develop and maintain close networks with community-based stakeholders including, NGOs / CSOs, district officials, and community authorities among others in support of leveraging financial and technical assistance and avoiding duplication of interventions.

SI/FCLE Monitoring and Evaluation (M&E)

  • Plan, monitor, and evaluate the progress of SI/FCLE projects, according to the KPIs, contractual obligations, and compliance requirements.
  • Identify and report emerging environmental, social, and/or political issues affecting the quality and/or timely delivery of the SI/FCLE and requiring mitigation or attention.
  • Support the SP Assurance Manager to embed the M&E framework, procedures, and tools in SI/FCLE implementation by implementing partners.
  • Monitor expenses against a budget of SI/FCLE projects and support M&S C&EA Planning and Operations Manager to implement appropriate continuous improvement actions as necessary.
  • Ensure timely submission of the SI/FCLE progress reports by implementing partners and review by the bp cross-functions in support of
  • Throughout the project phases, review, and supervise the deviation, if any, from the agreed scope of work and ensure vital improvement plans are put in place in line with compliance requirements and procedures.
  • Work with CLOs to supervise community and broader team member feedback on quality delivery and the impact of the SI/FCLE projects and act immediately on concerns, issues, and grievances, if any.

SI/FCLE Governance and Data Management

  • Support the M&S C&EA Leadership to ensure that SI/FCLE activities align with existing policymakers’ efforts in support of managing expectations and maintaining the sustainability of the projects.
  • Work with the C&EA leadership to drive the gradual transition to ‘community-led development’ from ‘bp-led development’.
  • Represent bp in the Community Development Committee and provide the vital support to smooth operations of the SI/FCLE governance systems.

SI/FCLE Reporting and Communications

  • Produce SI/FCLE updates for JV partners’ monthly and quarterly GTA progress reports.
  • Work with M&S Communications Team to produce SI/FCLE articles for the GTA Gazette and other relevant publications.
  • Support the M&S Leadership with SI/FCLE input to bp Group Sustainability report.
  • Support the M&S SP Assurance Manager with the production of the Annual Regulator Report on ESIA mitigations.

Experience and Education

  • University Degree (preferably in the humanities, social sciences, anthropology) (minimum).
  • Minimum of 7 years of experience in social investment and community development within extractives or major infrastructure project delivery is crucial.
  • Postgraduate qualifications in social sciences/ community relations preferred.
  • Awareness of Environmental and Social Management Systems and the practical application of mitigation planning and community engagement methods.
  • Previous experience in monitoring and evaluation of social investment projects is critical.
  • Previous experience in the application of the IFC Environmental and Social Performance Standards and other international standards (OGP, ILO Convention etc).
  • Successful management of multiple projects simultaneously.
  • Excellent written and verbal communication skills and ability to present information in a clear and compelling manner to a variety of audiences and cultures.
  • Proven analytics and organizational skills with rigorous attention to detail.
  • A self-starter with a "can-do" attitude, able to work well under pressure, and adapt quickly to changing circumstances.
  • Ability to effectively create and manage budgets, projects, and complex schedules.
  • A team player with the energy and enthusiasm to make a difference.
  • Understanding of international standards on responsible business practices (e.g. IFC Performance Standards on Social and Environmental Sustainability, Voluntary Principles on Security and Human Rights) in relation to social impact and social risk management.
  • Demonstrated experience in the management of grievances and grievance management systems. Conflict management skills are essential.
  • Strong track record in building successful relationships and securing alignment between multiple stakeholders.
