The Whiting Refinery, Crisis and Continuity Management (C&CM) Manager will be pivotal in creating solutions to deliver emergency preparedness and business continuity programs; to enable resiliency in the event of an industrial or natural disaster that has an impact on bp personnel, facilities, and/or critical business operations.
This position will lead the Crisis and Continuity Management (C&CM), Oil Spill Response (OSPR), Emergency Response (ER) and Business Continuity programs for the organization. The successful candidate will have experience in both crisis & continuity management and emergency response, demonstrate success in dynamic environments, and show critical thinking, innovation, and agility in performing multiple, complex initiatives.
Key Accountabilities:
- Leads a team of highly skilled emergency response professionals and manages the C&CM budget for the refinery.
- Develops, maintains, and verifies CCM&ER policy and procedures in accordance with the requirements of GDP 4.6-0001 and 4.6-0002.
- Assures delivery of the Incident Management Team (IMT) training program and conducts drills/exercises in accordance with the requirements of GDP 4.6-0001 and 4.6-0002.
- Coordinates with the Refinery Leadership Team to align focus areas and entity plans to ensure prioritization of C&CM deliverables.
- Assures delivery of Emergency Response (fire, rescue, hazmat, EMS) plans for operational activities and sites; as well as identifies the resource(s) needed to support these activities to manage associated risks.
- Verifies site compliance related to emergency response systems, (e.g., fire service mains, fixed spray systems, fire pumps, gaseous suppression systems, SCBAs, etc.) in accordance with numerous regulatory agencies including but not limited to: NFPA, State and Federal Regulations.
- Drives delivery of the site Business Continuity Plan, including elements of Prolonged IT Outages with support from IT&S and ISC resources.
- Collaborates with regulatory agencies or governmental bodies such as the US Coast Guard, Department of Homeland Security, DOT/PHMSA, EPA, Local Responders, and Local Emergency Planning Committees to identify regulatory and bp C&CM requirements to maintain the entity’s license to operate.
- Maintains emergency callout systems and works closely oil spill response organizations (OSRO) to facilitate a well-coordinated multi-agency response on a regular basis.
About you:
The ideal candidate has a bachelor’s degree or equivalent qualification in an engineering, technical, response, or HSSE related field. At least 10 years of experience in both Crisis Management and Emergency Response activities with experience in energy operations (Pipelines, Refinery, Chemical Plant, On-shore, or Off-shore facility, etc.).
The Whiting Refinery C&CM Manager must demonstrate the following capabilities:
- Technical expertise in emergency response (Hazmat, fire, medical, spill, search and rescue, etc.) and knowledge of regulatory compliance issues management.
- Successful implementation of Crisis Management programs using the Incident Command System (ICS).
- Strong interpersonal, communication and influencing skills.
- This role must earn and maintain the respect of and collaborate with executives and the wider bp organization.
- The ability to coordinate and influence key external partners such as suppliers, contractors, regulators, and other industry leaders, to find solutions, manage risk and achieve results that advances business strategy.
