Job Description:
The Right of Way (ROW) Agent will lead ROW operations within 3rd party encroachments and 3rd party project review process. This role manages and leads contractors. The ROW Agent is responsible for complex project review and serving as the subject matter expert for high-level land matters.
Key Responsibilities:
ROW Support – Core Operations
Lead and support 3rd party project review, provide construction expertise, and understanding of land rights.
Protect company assets from encroachments.
Assist other ROW agents with remediation and idle asset issues.
Liaise with 3rd parties in face-to-face meetings regarding 3rd party encroachments on existing easements.
Manage documentation and interactions for 3rd party encroachments.
Administer budgets and track spend for contract personnel.
Maintain and oversee the 3rd party project tracking database.
Support to Business Development
Collaborate with internal stakeholders to assess land right deficiencies that may affect new business opportunities or ongoing projects.
Project and Engineering Support
Draft and manage legal documents and agreements (i.e. encroachments agreements and crossing permits).
Oversee contract personnel and contractor activities.
Engage 3rd party engineering support for project and plan review.
Other
Negotiate with external agencies and landowners for rights to encroach on bp easements.
Coordinate with BP ROW Agents and BP Legal Department on new agreements and review existing ones as necessary.
Facilitate third-party project review meetings involving both internal and external stakeholders.
Represent bp in public and regulatory forums as needed.
Required Skills:
7+ years of Right of Way experience in pipeline or utility sectors; supervisory experience is a plus.
Strong project management skills, including the ability to prioritize, track deliverables, and meet deadlines across multiple concurrent projects.
Working knowledge of federal, state, and local regulations governing pipeline operations, easements, and land use (e.g., FERC, DOT, state ROW laws).
Proven ability to build and maintain positive relationships with landowners, agencies, contractors, and internal departments.
Excellent negotiation and conflict-resolution skills.
Ability to interpret and draft legal agreements, such as encroachment agreements, crossing permits, and right-of-entry documents.
Proficiency with ROW and project tracking systems (e.g., GIS, LRM, Quorum, or other ROW databases).
Strong background with reading and plotting metes and bounds deed descriptions helpful.
Background in researching and doing title rundowns.
Proficient in Microsoft Office Suite and document preparation.
Strong attention to detail and organizational skills.
Excellent communication, problem-solving, and time management skills.
Ability to work independently and adapt to shifting priorities.
Preferred Qualifications:
Experience with third-party encroachment resolution or infrastructure permitting preferred.
Bachelor's degree in a relevant field.
IRWA membership or SR/WA designation.
How much do we pay? The pay range for this position is $97,000 - $179,000
*Note that the pay range listed for this position is a genuinely expected and reasonable estimate of the range of possible base compensation at the time of posting.
This position is eligible for Core U.S. Benefits. This position offers paid vacation depending on your years of relevant industry experience and will range from 120 – 240 hours of vacation per year for full time employees. You will also be eligible for 9 paid holidays per year and 2 personal choice holidays.
